Quite right, I do have to wear all of my kilts a bit on the high side to keep a bit of knee showing. That's the price I pay (or don't pay, to be more precise) for buying off the rack and being on the short side. They are all comfortable this way so I don't mind that much. Until my weight stops being in flux, (lost nearly 30 lbs since Jan.) and I stop being cheap, I can't see having something custom fitted. This one is hemmed at the bottom, and rather poorly at that (even being new to kilts, it doesn't take a trained eye to recognize shoddy work) so it will be a fun project for me someday to re-do it to a proper length, probably when I get around to cutting down one of my thrift store jackets (which I learned here... thanks to several).
As far as the sporran, it isn't that is seems to hang low on me, but rather in relation to the belt. Until a few weeks ago I had been wearing chains along with sporrans with clip rings mounted near the middle. I'm still getting used to the hangers and some new sporrans with rings mounted near the top, so it just sort of feels like they hang a bit low, at least compared with my others.

Although I like your look and what you are doing, I'm not fond of sporran hangers or chains for myself. I now use sporran straps with all my sporrans including when I'm spruced up.
Stillwater Kilts do a reasonably priced one although I got mine from a bloke on ebay.

I've actually been meaning to lay claim to a strap sitting on one of my wife's broken handbags that I think would make a perfect belt.

This one is a PV from Heritage of Scotland. It was on sale and I couldn't pass it up. I love the tartan, and overall I like the kilt well enough, but as I mentioned, the bottom edge is hemmed and up close it looks a bit rough. Everything else though I can't really complain about, especially for the cost. We have a couple more from a local shop that are a lot better overall, but judging by the labels, they also are from HoS, (didn't know that until the HoS one was delivered) so I'm not sure about their quality control, or if they outsource their manufacturers (which would be my guess).
If you get a good price on a sale, and don't mind several weeks wait for the shipping, IMO they make a perfectly decent kilt for running around town in or going to dinner. Not the greatest, but I certainly don't have any regrets. Haven't had a single bad comment on them, but there aren't any kilt police here. My wife likes the ones we have enough that she ordered another one for herself from them. When it shows up, I'll definitely take a pic and compare it to the others. Their cost, even with shipping, is better than the markup that my local shop tacks on to them.
None of those kilts comes close, however, to my wool heavyweight from Stillwater. Even the SWK acrylics that I have in the house seem to be made better, but I'm not a fan of the material. Plus they don't have a really great selection on patterns.
The other folks here could probably give you much better advice on HoS products and/or who might make a better PV kilt for the price. I just don't have any experience with other than those two companies at the moment.

I had never met anyone who had a HoS PV before and had always wondered about them. Since I like that Hamilton Grey so much, who knows. i might just hit them up next year.

If I'm not mistaken, that "PV" is not actually poly-viscose but poly-acetate instead. The hand is slightly rougher and stiffer than true PV.

if it is then they are lying to me. Here is a snippet of their description on the website: "This is a high quality kilt made of 8 yards, 16oz heavy weight Poly-Viscose..."
Whatever they are making it out of, I actually like the material. Hard to see or feel the difference between those and my wool, but according to the wife, the wool one definitely has a lot more swish when I swagger.
