Yes, assuming that the upwards/showing surface of the pleated portion of that laid out Lady Chrystel kilt is the outside/showing portion when worn, it is indeed a reverse Kingussie.
I love my Ancient Caledonia Kingussie build kilt from John (Slohairt) over at Keltoi, which contains a bit over 6 yards of tartan on my 46" waisted frame. Even though it is 16oz tartan you can definitely tell the difference in overall weight when compared to a true tank. Besides the central pleat, the two reverse pleats, I believe their are 6 or 7 pleats on each side. Due to the lesser fabric combined with the forward pointing knife pleat margins (my theory at least) this kilt has more "action" to it when walking straight forward than any other kilt I own, although a portion of that may be due to my longer length kilt needed because of my height. A great spring weight and spring color kilt altogether, and due for some time out of the closet soon. I would do a Kingussie again if I wanted a lower yardage kilt for any reason, rather than a standard 4 yd box pleat, personally.
