These are definitely Kilted Skirts. I worked in a kilt shop in Glasgow for a number of years and we stocked ones just like it.
You can tell by the apron and the length. It fastens to the left, like female clothing, unlike a mans kilt that fastens to the right. They are also far too long.
Its a shame as if they were kilts it would have been a great find!
like everyone has said the first thing that jumped out at me was the Pin's on the wrong side and then the length. But for kilted skirts they look like a good deal.
