Fraser Hines played the character of Joe Sugden in the original Emmerdale Farm tv series, the same actor is kilted in early Doctor Who episodes.

For those who don't know what we are talking about it is the UK TV soap Emmerdale Farm (the Farm bit has since been dropped) in which Frazer Hines played the (non kilted) character of Joe Sugden.
His character was alas killed off in a car crash in 1995 in Spain.

I appreciate the help. However I did a search for both of these tartans and they are both nothing like the Kilt used in the series.
the colors used in the California Tartan are predominantly Blue and Olive and the Logan Tartan are mostly blues and greens. Both Tartans do not have the same sized shape pattern as the one used in the series. Also I'm pretty sure there were several Kilts used in Jamie's First Story "The Highlanders" so these were probably all from the BBC's Vast Wardrobe they had at the time.

If Jamie was at Culloden, which I think is the case, his tartan would have pre-dated most if not all clan tartans. I also thought he was originally in a great kilt (AFAIK both those and modern kilts were worn in that battle), in which case maybe the philabeg came from the Dr.'s cavernous wardrobe in the Tardis?

Well, the question was about the tartan used in the photographs in the original post. There's a photograph of Jamie as he originally appeared here (see under the "Appearance" heading, episode: "The Highlanders"), and it looks to me like he's wearing a different tartan. And in the photograph under the "Further Travels" heading (episode: "The Two Doctors") he's wearing the Princess Margaret Rose tartan.

Hoots mon, wheer’s the man’s sporran? (The first few pictures show him without it, then there is one where he is wearing one – and it seems pretty modern to my eye).

The no sporran look is great - thanks for posting those. There are so many options to the sporran its nice to see the "whole kilt" from time to time.
