The way to get this done is to get some obscure and lowly office in the Postal Service to allow a "pilot program" for a limited area for a vaguely specified period of time. For the service it gets the heat off the issue with the hope it will die a natural death (like when Congress sends something to a committee for study). For the proponents it gives them an opportunity to test it and if it gains any real support, they can bring it up again (for them it's the thin end of the wedge, or as I prefer to say, the camel's nose under the tent).
