The main reason the nether garment (I can't call it a kilt because I can't see any pleats) appears to be too long is that it is being worn three or four inches too low at the waist. Tact obliges me to make no further comment about the pink bunny or the busywork near the bottom of the garment; there really is nothing more to be said.
This gentleman should have little difficulty qualifying as "most improved".

I guess that it's an example of Chance Favoring The Prepared Mind.
Once upon a time I would have just said, "Oh, look...some schmoe in a kilt."
Now it's, "Well, those hose certainly don't match that shirt and the cuffs are obviously too narrow and the pleats need a damn good pressing and that belt has just got to go and I don't even WANT to start in on that sporran...disgraceful!"

I never much liked the look of a kilt with no belt or waistcoat, especially for something formal. Only my opinion though. (Of course, you have to pick one, belt AND waistcoat is far worse.)
