Did highlanders 'trouserize' their kilts during the bans?

The kilts Tartans were generally worn by the Gaels, Not the Scots, a very high proportion of Scots would have been in favour of the "tartan ban".

Out in the wilds of the highlands I would think many just carried on the with the kilt /tartan, there were very few roads, most traffic was by sea, an official ship turning up would give the highlanders plenty of time to go change or hide.
