Wow; that's a lot of black. I'd guess grey or oatmeal hose with black flashes, but that's me, not you.
Two of my kilts are predominantly green, with red as the predominant stripe. Therefore green (lovat for one, rifle t'other) hose (or matching Argyll full hose or hose tops), red flashes, occasionally a red tie, rifle green caubeen or glen.
Secondary stripes are blue, so occasionally a light blue shirt, or my favorite heavy blue sweater. My self colored kilt is saffron, so rifle green hose, saffron flashes, occasionally a green tie, & caubeen à la Irish Rangers. My favorite coat's a green tweed.
That's just me. Once, dressed in my tartan, green coat and MacIntosh red tie, with all the nickel on my pipes, my Scottish tutor (who I think secretly suspects that my tartan's Irish) sniffed and opined that I looked "like a bloody Chrrrristmas tree".

If it makes you feel any better Flairball,
I've been out in public and to work in this outfit....flashes with an Hawaiian shirt...and white kilt hose with white/blue tennies...and a UK Mocker....
Was trying to keep the white/blue look going....think I created one of those "don't do this" pics...but it worked for me on that day last year.

Course, I live in the boonies...not a sophisticated town like you do.

Was photo was taken in the US "those are standard US WWII baracks rows in the background. Did they have them in Canada also? the image is relatively current the vehicle in the background and the 2nd gent from the right has medern type glasses on. I'm curious.

We need to be a bit careful seeing historical clothing through the eyes of reenactors. The "Renaissance Pleasure Faire" leaps to mind as an extreme example but even the pictures we've seen over the past few days don't quite jive with history.
When I first looked at the "Black Watch" picture I was quite confused since it seemed to contain contradictory patterns and styles but then seeing the pre-1945 got even more confused. The answer? It seems it was not a picture of someone of the 7th Battalion of Black Watch in WW-II but of a (hobby) reenactor. Do they know better? Perhaps but perhaps also its not that easy to find the right patterns in clothing that also fits. It might seem odd but today people are indeed a bit taller, much fatter and with larger heads than 60 odd years ago when a middle class flat with a built-in "refrigerator" meant there was a hole in a kitchen cupboard to let cold air from outside in...

Here is a pic of the vest. I'd wear it with a brown tie, off white kilt hose, and brown flashes. I might even consider breaking the "leather matching rule" and wearing brown shoes too.

I may be funny, but I do not think that Black & brown combination works, but we need to see the outfit to give a proper opinion, so picture please

Black and brown don't go together. Black can go with burgundy, oxblood or even tans such as oatmeal but not brown. Brown hose and black shoes is not a good combination just as black hose and brown shoes are, as one used to say, only for cads. Tradition holds that brown shoes are only for day wear and only for use the countryside--- never wear brown shoes at any time of day in the city was the steadfast rule. Since brown hose does not go with black shoes its use too is limited to brown shoes and, at best, in the countryside. I think if one is set of wearing brown shoes in daywear then one is restricted to tans (including oatmeal, eggshell), greens or red hose--- tartan hose might coordinate but is more formal or ceremonial and thus worn with black shoes. Solid blue is towards black and so does not go well with dark brown shoes. Red can go with both black and brown.
