Yes, it looks like the old British Army battle blouse which has always been recomended for wear with the kilt. It would however need to be shortened as this length would cover the sporran.

I saw this at Sears today, Tried it on, looked pretty good with the kilt. Not a really heavy duty jacket, but great for our Houston 'winter' (it was 80 degrees today)
