You are certainly entitled to wear them where you like. Just be aware that you are wearing them much longer than they are designed to be worn. This is particularly true to the "traditional" tartan kilt. I (though I do not own one) understand that Utilikilt sales their kilts to be worn below the knee. Just my two bits...

I had attended a formal mess dinner at Navy Hall, NOTL and when I returned home, couldn't find my kilt pin. I made two trips up to the Hall checking all over the grounds where I'd walked, and the parking lot, only to find it under the front seat of my car.

WHEW!!! Congratulations - I go apes&^% when I misplace/lose something in that way. (Typically my car keys, which I later find in my hand - or my cell phone, which I often find tucked away in my hose or boot.)
Of all the things I've lost, though... I miss my mind the most.

I'm rather surprised that it hits about an inch above your knees. Have you measured it to see if it is actually 24"? Perhaps you got a short kilt.

Using UK's sizing instructions on the web site, my kilts come to about the top of my knee (they did, however, "mess up" on the waist size - I did better with their "dummy-sizing" than actually measuring - a 36 vs a 38. Guess it was the beer, bloat, eh?).
