Someone beat me to the punch but it is indeed a variation of the Royal Stewart. I suppose technically it is a variation of the Dress Stewart, which is itself a variation of the Royal Stewart.
Whether or not this particular variaion has been given its own name I've no idea. There are a lot of Royal and Dress Stewart variations on the market that are used for lady's skirts and accessories. I'm sure this is one of them.
