I just made a box-pleat with the F&K Lindsay tartan and it works fine (except for a dumb measuring error which left the over apron one sett short!).
Granted i've not been walking in gale-force breezes, but here in the Appalachians we have our fair share of windy days and so far I've not had any notable Marilyn moments.
I have worn my 11 oz PV box-pleat in lots of breezy weather and have not had an issue except at the top of a set of stairs where the wind was blowing straight up. My wife and kids got a real show that time. A 22 oz. band-weight would have done the same thing, except perhaps in slow motion.
Despite honored board members who express sentiments to the contrary, I love the light fabrics for hiking and general use. The swing factor is there, you just don't feel like you're being jerked sideways with each step.
Additionally....I've washed it several times and it washes and dries beautifully. Pleats stay sharp and hanging while still a bit damp pulls out almost all the wrinkles. I usually just have to quick press the over apron and its good to go.

My 13 oz F&K Caledonia is the lightest kilt I like to wear. It has "narrow" box pleats (2 inches) and "flies up" MUCH easier than my 16 oz Lochcarron ones. Now, I am talking about quickly running up the enclosed staircase in my parents' basement (no worry on flashing or decorum), but would fear "flashing" anyone in eyesight. The 13 oz F&K X Marks kilt has wider (4 inch) pleats, which seem to be less "boyant" as I walk, so it may also have something to do with the pleat side or differences between the runs.
So, again:
I wouldn't RECOMMEND it.
But, some (like Tartan Hiker) have found the 11 oz to be acceptable. PERSONALLY, I would have hesitations for F&K 11 oz material for a box pleat for me (as it would act like a 8-9 oz material from someone else). I'd probably do one in a 11 oz Poly V., instead.
