It's probably best to put the paracord drawstring on yourself. Put it on the inside, somewhere around where the belt would be worn, and with one loop or keeper per pleat. Make sure one end of the paracord is attached to the kilt so it doesn't moove. Hope that helps.

My personal choice would be the draw string which I truly believe was likely done when the great kilt was worn, but I think the cheater pleats are fine if you only plan to wear it as a garment.
By the way why do I think the great kilt had a drawstring? Sorry it's not some great insight into history, it's just this. I can not believe that the people who "...Invented the Modern World"* would settle for every man laying his kit on the ground and pleating it by hand everytime he want to put it on.
