I am located in Utah, United States.
Does anyone know what the approximate customs fee would be for an item around $250? Also, we aren't looking for a great quality kilt. It's not for a wedding or formal occasion, it's simply to wear to a festival or two in our area. So I won't say it's "costume quality" (is that blasphemous on this site??) but it's certainly not the 8 yards of premium 16 oz wool. We'll buy the "real thing" in a few years when it's more of a priority, at this point a light weight wool is our best bet.

I know you are looking for a kilt in that tartan, I think I know a good place to get that tartan fabric in a 13oz wool. $69.95 a yard plus shipping...

Use the $250 for the down payment. Let her score the fabric for you. Depending on the tartan you'll probably get some choices. While she's working save up for the balance.
A hand sewn kilt is twice what you wanna pay but I guarantee you'll be pleased you made the investment. The kilt will be in the perfect clan tartan, and last a lifetime and beyond for the next generations.
Of course you can also go with the MacMillan Dress red and yellow/gold. That's on my list.

I'll chime in on the USA Kilt Semi-traditional bandwagon. Rocky makes great kilts, and if you don't want it for a wedding or formal event the semi-traditional is a very good choice.

Also I would check out www.stillwaterkilts.com and check out both their Standard Kilts which are 8 Yrds for about $80 (Great quality, great customer service) and their heavy weights which cost about $120 if my memory serves me right. You definitely wouldn't be disappointed in their product. They don't have the tartan you're looking but maybe you'll find a good substitute until you find what you're looking for.

Once again, thank you all for your suggestions. I'm going to have my husband read this thread. I'd love to spend more on quality kilt for him, but it's actually him who thinks it is not practical or necessary right now. But we'll see. ;) Thanks for the websites and references, I'm going to look into all of them and see if I can't work something out. I didn't think I'd have this great of a response here, so I'm pleasantly surprised.
MacMillan of Rathdown, his waist is a size 34-36. If you have a kilt in the MacMillan modern hunting that you'd be interested in selling please let me know, regardless of size. We have quite a few relatives back East (Virginia & North Carolina) who would love to have one.
