Hello and a warm from Boston, Massachusetts.
As said earlier, if the stitching is of different colour, and quite loose, it is what is called a basting stitch that is used to hold the pleats in place while the kilt is in shipment. They should be removed quite carefully as to not damage the kilt.

Welcome from South Central Virginia. And, these sound like basting stitches and should be removed. If they are basting, they should be with a different color thread and up from the bottom edge of the kilt by half an inch or so.
