Why bother with the buckles? I'd suggest using a heavy duty, air operated, staple gun with inch and a half staples. That should hold everything in place without it slipping down. Would work great for that kilt that isn't quite tight enough when worn with a PC and waistcoat.
That's one of those MacGregor kilts. I've got two of 'em. We haven't had buckles on our kilts since the Cambells stole 'em long ago.
