I noticed that, as well, and wondered if they'd just put them on for the photo, and would be returning to their normal attire once the photographer was gone. On the other hand, the fellow on the right end is wearing a belt, which suggests it's his actual attire for the day.

Great phoro!
I wish I could put some of my flaggers in kilts, but as I've mentioned elsewhere, our insurance carriers disallow it.
Clearly, other nations are not as hung up on obsessive liability issues!

Connaught Safety Kilts
Connaught closed down on Friday to celebrate St.Andrew's Day, unfortunately although they took this as a holiday its not a statutory holiday in Scotland and therefore its quite possible their staff will lose a day elsewhere. Jack McConnell when First Minister only went halfways by not declaring St. Andrew's Day, a national holiday
