    I am certainly not the recognized Tartan expert Matt Newsome is but I feel I can point out a small, and common misunderstanding in your post.

    You say

    The Lord Lyon has nothing to do with the registration, enforcement, or design of Tartan. His office deals with the registration of Coats of Arms.

    The design of Tartan currently has no "Official" regulatory agency. There is a bill in front of the Scottish Parliament but we do not yet know what direction that bill will go in its final form.

    Designing a Sett of a Tartan is open to anyone. (A good example is the "X Marks the Scot" Tartan of this forum, designed by Matt and registered as International Tartan Index #6679) If you wish to register your design "The Scottish Tartans Authority" is the current venue to do so even though it is not "Official" or "Recognized" by Scottish law. (and yes, there are other places who keep lists.)

    the SCA currently does not list a Tartan under the name "Dress Blue Scott". Does that mean that it does not exist? No.
    It also does not mean that if one exists is is less "Official".

    But the "Court of the Lord Lyon" has nothing to do with Tartan.
    Here is a quote from the site of the Court of the Lord Lyon's website.

    "The Court of the Lord Lyon - the official heraldry office for Scotland.

    The Court of the Lord Lyon is the heraldic authority for Scotland and deals with all matters relating to Scottish Heraldry and Coats of Arms and maintains the Scottish Public Registers of Arms and Genealogies.

    The Lord Lyon King of Arms is also responsible for State Ceremonial in Scotland."
