I do not have a frugal corner kilt. However, I've made a pastors stole out of their "13 ounce" acrylic and IMHO...and this is just me, it's too light for a kilt. It's NOTHING like 13 ounce worsted wool. A number of people on this forum have taken issue with Frugal Corners definition of cloth weight. Mark has responded as well.. That might be worth a search of the forum, eh?
I can't say about Frugal corners "16 ounce" cloth, as I've never seen it.
I HAVE seen a lot of Stillwater Kilts products and I would buy their Standard acrylic kilt and enjoy it quite happily. I've owned two, and gotten good wear out of them, and I've sent many friends to the SW Kilts website for accessories, etc. They've always come back satisfied with the product.

I own 2 standard SW kilts and I'm extremely satisfied with them. Fast shipping and great customer service ! Plus Jerry is a wicked nice guy !!

I have one of each and I'd guess that the "16oz" FC is very, very similar in weight and feel to the SWK standard.

I have both and find the FC to be heavier.

Yes, they feels slightly heaver to me. That's not an actual weight measurement, but rather a feeling. I have three SWK Standards and two FS Heavyweights.

The SWK standard is acrylic. It is lighter than the SWK heavyweight, but I don't have a FC kilt to compare it to.

FC vs SWK
I have four of these kilts, one SWK black economy, a Wallace SWK thrifty, a Mackenzie FC I paid about 35$ for on sale a year or more ago, and a custom 16oz Clarke FC. The only one I wear a lot is the Mackkenzie FC, except in the colder times or at a public-invited jam fest, when I wear the Clarke FC. Both SWK's make me look fatter than if I wear the FC's . (I am 5'8", 175 lbs).
I have received several compliments from tourists from Scotland for my Mackenzie FC.
It would be unfair of me to compare any of these to my new Burnett's and Struth wool casual in my clan Ancient MacHardy. This one is a truly fine kilt.
