Looking at the pictures so far (excluding Glen's efforts and mine as we are cheating and wearing modern kilts) I think that GDub and Rogerson are the only ones truly showing "Ultra Casual" with a tartan kilt. I think the key elements are (1) not wearing a sporran, (2) t-shirt, and (3) very casual (or no) footwear.

But I'm still wearing a sporran this was at the Fergus Highland Games a few years ago.

I would say this is ultra casual for public functions since I have a belt, non-traditional sporran, boots and hiking socks scrunched down. Also, notice the matching socks, t-shirt, which ties in nicely with the color in the kilt and the black, brings everything back down towards a more casual appearance without going overboard.
