(Geek on) That's a command commisioned officer's uniform, all Starfleet tunics are red after 2278, the division is indicated by the shoulder and sleeve bands. (Geek off)
I always thought MacBeth Ancient would be a good Starfleet tartan
Order of the Dandelion, The Houston Area Kilt Society, Bald Rabble in Kilts, Kilted Texas Rabble Rousers, The Flatcap Confederation, Kilted Playtron Group.

The shirt color also indicated division.
I would have to go with a black background, with overstripes for Terra, Vulcan, Andoria, Tellar Prime, and Alpha Centauri (the founding worlds of the United Federation of Planets). So - white, red, blue, ? and ? on black.

Wouldn't that require two tartans? One for the civilian Federation and one for the military Starfleet?
Pleating the Starfleet tartan to division appropriate stripe would be very proper, I think.
