    The shirt color also indicated division.

    I would have to go with a black background, with overstripes for Terra, Vulcan, Andoria, Tellar Prime, and Alpha Centauri (the founding worlds of the United Federation of Planets). So - white, red, blue, ? and ? on black.

    Wouldn't that require two tartans? One for the civilian Federation and one for the military Starfleet?

    Pleating the Starfleet tartan to division appropriate stripe would be very proper, I think.
