I certainly know nothing of royal protecol, but if Hoy was the only one being knighted, and if the palace knew Hoy was going to be kilted, I would have considered it a compliment to his heritage for the Prince to be kilted too. It's not like he doesn't wear them at other times.
And are kilts only a military form of dress there? I don't understand that comment at all.
Plus, isn't the Queen supposed to be the one doing this? Again, this is all reaaally foreign to me.

There are many Highland Scots indeed who NEVER wear the kilt south of the Highland Line. As an article of civilian wear, it just isn't done for senior members of the Royal Family--adults-- to wear the kilt outside of Scotland. Sorry, that's just the standard they go by. An exception to this would be a military event, say the presentation of new Colours to a Scottish regiment, or something of that nature. Then the kilt is part of the uniform and would be worn.
The Prince of Wales was not being insensitive to Sir Chris by not wearing the kilt. I am sure that those to receive an honour at an Investiture are to wear morning dress, service uniform, national dress, and I believe even lounge suits are permitted! The kilt is certainly permissible for those subjects from north of the border.
