Often wore kilt hose with solid color kilts with no flashes. As mentioned, did find my kilt hose did "ride down" and look sloppy if I didn't use the elastic alone under the top of the kilt hose.
Using the elastic, even without the flashes, was imprinted on me one sad day a few years ago. Was kilted at work, wearing kilt hose without flashes or elastic. Got word one of my client's was found dead of an alcohol overdose. So I'm soon on scene with cops and grieving family, and my kilt hose keep falling down....was embarrassing to be so distracted at a time where I needed to be focused on what was happening.

Strange that flashes are so nearly universal now, because 150 years ago they weren't all that common, except in the military.
In The Highlanders of Scotland 40 of the 56 kilted men are not wearing flashes, as can be seen here. The plainest of plain Day Dress, the most opulent full dress, neither required flashes at that time:

All a matter of personal taste. I used to wear flashes regularly but since I took my deep vein thrombosis I now mostly wear elasticated soccer or rugby socks which don't require garters, so no flashes.
