You sure it's pure wool? I've had mine get camp fire embers fall on them with no problems. It sounds to me like your kiltmaker sold you a bad product. I could be totally wrong here, but all of my wool garments seem to be completely inflamable, which is why I wear them camping. And why all of my camp blankets are wool.

All I know is all I know. The kilt in question is a B &S casual. It says 100% wool, but it is a lighter 13 Oz. the hole is actually about the size of a pencil eraser.

As to wool being inflamable, I had old style army blankets that were 100% wool that did get burn holes in them if the ember was on it for more than just an instant.

Wool will burn if exposed to a flame, but i agree that a "dime" sized hole should not appear on a kilt based on some embers falling on it, unless they sat there for some time before being brushed away.

I actually just tested that on a swatch of 16oz worsted that I have from my last kilt. It singed while directly exposed to the flame of a lighter. But it didn't really burn. And man, does it smell bad! Like burning hair... Go figure.
