Kilt on!
IMHO...I think the sporran looks better...but if you're doing something where a sporran isn't appropriate or would get in the way, and a pouch wouldn't look out of place, and you need to carry your stuff...why not?
There is no rule that you need to wear a sporran all the time, but it certainly helps with the "kilt not a skirt" mindset if you're amongst the general public.
Try a sporran strap. Because it hangs off its own belt riding just above your posterior, it may feel less heavy than using sporran hangers from your kilt belt...which is also not a necessary item . A good kilt will have a good sturdy lining around the waist, and it'll stay up all by itself...I haven't even worn my belt in quite a while, since I haven't needed to kilt up in anything other than t-shirts and hoodies since last September.

Here's another vote blaming the hangers, not the sporran. That being said, I have to also point out that there are a few different kinds of sporrans. There are only really three styles in general ('day-wear' pouch type sporrans, 'formal' or 'hunting' sporrans, and the 'Rob Roy' bag type), but I make a dozen or so variations and styles myself, so it may just be a matter of the style of sporran as much as the faulty nature of the hangers.
One problem with the hangers or suspenders is that they focus all of the weight of the sporran right on the front of the belt, which is really just going to make everything that much heavier. You'll be far better off with a proper strap, either leather and chain, or plain leather. My preference is for the leather and chain, as I find it tends to 'move' better while walking...
