Try easing the front of the kilt up a little, tilting the apron outwards.
It might only be a matter of half an inch, but it should alter the angle just enough to create more room for movement.

I own a workman as well as other models of the UK. I've never experienced the issues you speak of, but perhaps that's because I typically only wear my workman when I've a hammer and other tools hanging off it (maybe that makes it hang different).
The UK's are a great outfit, but this week I checked out their website and was shocked to see their current prices. It reminded me of when I used to ride Honda Motorcycles, then went in to trade my third Honda on a bigger model and the cost equaled a Harley. Long story short I bought the Harley and never looked back. I love the UK's for hiking. roofing, or doing outside labor in, but there's nothing like a full-pleated tartan kilt, which now UK's price matches. I still wear my UK's, so don't get me wrong, but perhaps it's something to think about.

Over time, I've just gotten used to it, especially with all the hiking I do kilted. The only time it really bothers me now is if I'm walking into the wind. The wind will push the front aprons so that they fold between my knees, and it just feels a bit awkward. Plus the canvas-like duck cloth makes a stupid swishing sound as I walk when it's doing that.

I occasionally notice this with my Mocker, especially if I have my epipen or a little change in my right pocket. I don't notice this so much with my Original. I just attributed it to my mocker being one of the ones where they tried a new vendor to mass produce them, and didn't like the quality control, so sold them off at a nice discount.

One thing you might try is Velcro. They make an iron on type that you can get at fabric stores, and if you put a small piece on the outside of the inner apron and the inside of the outer apron, it should hold the apron in place nicely.
I have used it on cotton flannel, and it has a good hold. Not sure how well it will work on the duck cloth.
If you think you might go that route I have some scraps of duck cloth and some of those velcro strips, and could fire up the iron and tell you how well it holds. Just let me know.
