Please forgive my ignorance, but I thought immigration between Commonwealth Countries was pretty easy.

That was formerly the situation, but since Scotland is now part of the European Economic Community there are no longer any barriers to moving within Europe and setting up residence in say, France or Spain, but it has made a move to the old Commonwealth countries much more difficult.
