If you like art, the National Gallery is free in Ottawa and has many Group of Seven paintings.
There should be no problem wearing a sgian dubh in Ontario or anywhere in Canada. Scottish is Canadian if you know what I mean.

As to your North American trip, if your husband is worried about the legality of his sgian dubh, he might want to instead consider carrying a "sgian brew", i.e., a beer bottle opener attached to a sgian dubh handle - looks the same when inserted in the hose-top!  I believe there is at least one Scottish maker of these instruments. I can personally vouch for their handiness!
When in Kingston (a lovely lake-front Victorian city), don't neglect to visit Old Fort Henry, just across Navy Bay from the downtown and Royal Canadian Military Academy. OFH is a restored 19th c. British fort complete with a garrison of student reenactors (the Fort Henry Guard) that portrays the 1867 British Army garrison - they're very good! I believe full evening tattoos (complete with battle demonstration) are performed on Wednesday and Saturday nights.
In Ottawa, summer is the time for festivals of various types (I believe the Blues Fest is now going on there), so you should be well entertained.
