I was not aware that it could be awarded to an American though.
Foreigners may be awarded Honorary awards, and the OBE is Officer of the Order of the British Empire.

Ah honorary - I suspected as much given that swearing allegiance to the Monarch would be required and something back in 1776 created a secession from the British Empire!
