Sorry, I tried to be as delicate as I could and answer the question honestly. I am sure there is a forum out there where a detailed discussion of this topic exists but I have no desire to further it here or anywhere else.

How wonderful to see that it's even in my size, and it looks like the "kilt" is easily removable as well. That makes for such a versatile garment I lo.....
Ok well I tried to choke it out so it looked like I might consider it, but I just couldn't do it. That is horrible but I do plan to check back to see if some sucker buys it.

It's referring to the style of trousers. "Bondage pants" are a late 70's early 80's punk style of trouser that is laced, zipped, or buckled from ankle to knee (sometimes higher) to get a very fitted "pegged" leg look. They look fantastic with boots (docs). Think Sex Pistols & Malcom McLaren and you're on the right track.
They've always been around if you knew where to look, I had a pair or two back in the day. , Today, the new crop of emo-goth kids has made them popular again, but somehow it seems less "cool" when you can buy it from Hot Topic in every mall in America
As to the kilt part over the bondage pants, that's just silly.

In so many "post-modern" efforts, it seems to me that the goal isn't so much to develop something that would be nice, as a desperate search for a way to do something that hasn't been done before in order to prove that you're able to produce some originality.
This seems to me to be one of those attempts.
As has been said... not my tartan.

Now that really is bizarre, a pleated mini skirt over trousers the legs of which have been tied together, and all in a matching tartan. I'd wonder if anyone would wear it, not because it looks weird but because it would be totally impractical!
