Ah, but Jim, real Mardi Gras, as the Cajuns celebrate it, is much different than the version for "Yankee*" tourists! 
*In NOLA, anyone north of Baton Rouge is a Yankee.

As for going or not I guess a part of it is that I have invested a lot of money in my formal kilt outfit because I do go to quite a few functions that are formal and black tie so I wanted to have some something appropriate instead of renting something each time. To go out and rent a tux when I have something at home is a bit of an ouch. Not counting any upgrades I do between now and than my outfit runs as much as buying a tux and fits me a whole lot better than any rentals I have done in the past.
We are still debating on whether we are going as these is an expensive "wishes." Just the rides in the parade will run me enough for another vacation. It will take some saving of my reserve money for quite a few months to cover them. We will probably go for it.
Just for clarification the kilted or not kilted issue is for the Ball only. Riding the floats in the parades, they provide costumes (and beads) to wear.
Cajunscot, that is part of why I want to do this so I can see what Mardi Gras is about beyond Burbon Street We went to thje same weekend this past year and enjoyed it a lot. Also did the New Years on Jackson Square a couple years ago and that was a mad house. With these on the list is also going on Mardi Gras proper.

If I was the host I would have no problem with that outfit, although I think that those hard earned medals would need to be left behind for this occasion.
But I am not the host. So you do need to pay heed to what is required by your hosts. Medals might be worn, your kilt attire may be acceptable in this case, who knows? Well, your hosts do! So to avoid a tricky scene at the door of the event which neither you, your lovely lady, your hosts, or the other guests want, then it is down to YOU to find out what is the acceptable attire. One of the few things that ever sank in with my not very illustrious military career was the very appropriate saying; "time spent in reconnaissance is seldom waisted" and in you case here, that rings oh so true! Ask those that know---the hosts------no one else-------job done.

We are hoping but if the kilt does not make the grade for the Ball I wouldn't even think of trying to wear it against their request. On the medal I didn't even think to ask. I figured it wasn't a military function so I would leave them at home.

In this case, if the kilt is allowed I would suggest sticking to plain hose. Since the host isn't sure about the kilt to begin with I would say a minimal of flash is probably best if it is approved. If approved it may not be a bad idea to stick to what you wore in the picture you sent. Since that is what they saw for approval it won't leave any room for concern over them disagreeing with a choice to stray on something such as your hose choice.

Drac,
As long as you have Amy on your arm, I doubt seriously that any will even notice you. In all seriousness, I believe that once the individuals in question have seen that your Highland black tie will fit in very well with their dress code, you will have no issues. (I would make sure that they know that you're not planning on wearing your medals.) New Orleans has a long history of being very accepting of other cultures, quite similar to San Antonio in that regard. In the event that they do reply in the negative, contact me. I have a connection or two when it comes to formal dress.
P.S. I didn't see where you ever said that you weren't going if they said no.

Between the kilt and the dress uniforms I normally can "get by" so I never concidered buying a tux. While I go to several formal events a year I don't go to that many that I need three sets of outfits
