Have another minute. If your quartermaster does not want you cutting a new hole for the inner apron strap, the other option would be to move the right hip's buckle and then left hip's strap. That will leave three inches of inner apron hanging unsupported; you might get away with it or have to double and tack stitch the unsuported three inches.

Whenever you want to make a kilt fit a smaller circumference, you move the apron edge buckle(s) and the under apron _strap_. That allows you to wrap the underapron farther around you and still have it go through the same buttonhole. No need to make a new buttonhole.

In general I agree with all of the foregoing. I bought an inexpensive PV kilt before I ordered my tank because there was no one local to me who could measure length for me.

On the PV kilt I had to move each buckle three inches to make in fit my waist. It is serviceable, but the kick pleat on the right lands on the front of my right thigh, and I had to make a new hole in the fell for the inner apron strap to come through. Over all it is OK.

However, with correct dimensions available from the altered PV, the made to measure wool tank I ordered fits dramatically better.

If it is OK with your band's quartermaster, 6" is about as much as I would be comfortable taking in just by moving buckles.
