This may be too much information at this point in the learning curve, but I'll let out a secret that I used when making FlamingoKilts (my now-defunct product). I would cut the apron and deep pleat material a few inches wider (aka longer waist-to-hem) so that, as I A-shaped the apron, the top of the deep pleat would not fall below the waistband seam line. After basting I would trim the top of the apron and deep pleat to match the rest of the kilt length.

Pleater likes to just hike up that sagging edge of the deep pleat and catch it in the waistband seam, if I read her posts correctly.

I was thinking something along the line of what Pleater, in hiking up the edge into the waistband seam, as Sydnie7 commented. At this point, the pinning test I think is the way to try to work it out for me. This way I can pin a few options and work out which gives the line I am looking for.
