I'm running Windows 8 and IE10 and it happens to me too, except that when the smiley frame is open, if I click on the header bar (where it says "insert a smiley") then I can deplace it to the left and therefore get to see the resizing gizmo and everything is OK again, if you understand what I mean.

Well, whaddaya know. . . that works for me as well (WinXP/Firefox). Sometimes the simplest solutions are the hardest to see. . .

I just tried BCAC's suggestion, but because the pop-up has its left edge start on the left-hand margin of the frame, there's nowhere to drag it in order to get to the resize gizmo. All it does is move up & down in the IE window frame.
Another thing to add which may or may not make a difference. Screen resolution is 1024 x 768 pixels on a 15" LCD monitor.

I just tried with a computer in the same configuration (identically) as yours and the situation is exactly the same. Nowhere to drag the pop-up to.

OK, EagleJCS. It has something to do with the resolution of your screen. I had the same configuration as you had for everything (including the resolution of the screen) for test purposes. I managed (as noted above) to reproduce your problem.
Then I changed the screen resolution to 1280 x 1024 and I can see the whole of the smiley pop-up (including the resizing gizmo). It's OK with 1280 x 960, 1280 x 768, 1280 x 720 and 1280 x 600 as well but not with 1152 x 864 nor 1024 x 768.

Thanks for checking that out BCAC. Unfortunately, I'm at the max resolution offered by my hardware setup (PC & graphics card). Upgrading to a newer PC/card/monitor is not an option right now.
Plus, if I go to a smaller resolution than what I have, I'd have to get a microscope to read the text. Like I said earlier, if I reduce the zoom in IE to 75%, I can see the edges of the pop-up. The problem then is the text is much harder to read at a comfortable distance.
I guess I'll just have to live with resizing the screen when I go to add smilies (so I can find the right one), then return to 100% when I'm done.
Has anyone figured out the other part (that may or may not be related?) regarding the front page of the forum being wider than the IE frame. It's not an every time thing - every once in a while I can see the whole thing (XMarks tartan on both the left and right margins, with the User CP and XMarks advertisers banner on the right) - but most days I check in, the right-hand side goes beyond the right-hand frame. There is a scroll bar at the bottom to scroll right (not that I really need to).
Subsection pages don't do this, just the main forum page.
This isn't a big, big issue either, just something odd that's a tech question. It doesn't happen with other forums I visit.

The only time I see that "wide front page" issue is when an individual user has selected a longer than normal user name, or types in a thread title without breaks -- thus pushing column margins beyond the standard width. Doesn't happen often and doesn't sound like your issue, but maybe some combination of wide user names/titles and your screen resolution is going on?

Well, I only get this problem, sometimes, with threads and not with the main page. It is always because there is a post on the thread with BIG photos in it!

Well, I just got to experience the same problem as EagleJCS, that is the front page of the forum being wider than the IE frame. Strange. Not much of a problem for me though. It just means that I have to scroll to be able to see the User CP place to login in.
