As I said, my knowledge of American "tie stripes" is thin. However, I did use the "Smart turnout" web page as my reference to back up my somewhat hazy recollections and can only report on what I see.
On firmer ground for me, in Britain, Regimental, club, old school, university ties are not issued as a matter of course, they are a private purchase by the individual and it is up to the individual to choose the occasion to wear his tie.
