I just got an USA Kilts Casual in Edzell tartan. Well made, fits me perfectly, looks good dressed up or down. About the same price as a SportKilt, but made to your measurements. That being said, as our weight tends to fluctuate with age, perhaps the SportKilt is the way to go (I have one of those in MacLaren).

In terms of what to wear with a casual kilt, I typically just wear a plain t-shirt with a waistcoat. Simple, easy and looks awesome with the minimal amount of effort.

Have a Navy tartan semi-trad from Rocky and have worn it with t-shirts, river shirts, vests, letterman jacket, and Navy Bridge coat. Like any tartan, its fun to play around and see what works...
