I own a few basket hilts. Outside of a faire and Halloween they hang on the wall and look pretty, and when I'm at a faire they're peace bonded. Legal or not, I'd advise against it.

I myself have NEVER peace tied my swords. I'd rather be able to draw it in a situation that required it, even if unlikely, you stand a hell of a lot of a better chance against someone when you have a weapon than without, otherwise, for dress purposes, it looks nice. I have worn my navy sabre with my sea cadet uniform multiple times. No bad things ever came from it.

From a somewhat practical view; I've worn a sword numerous times as a reenactor, and I've been requested to wear one a time or two as a wedding piper. You may think it would be a "neat" look, but I've found them to be an absolute nuisance to wear. Frequently gets tangled in peoples legs (not yours if properly worn), furniture and what else have you. Not a very practical piece of kit.
