You MAY just find something interesting out there. If we need to update a "kilt companies" links area, I have 15 in North America that are as diverse as the programming on French television.

1. Bear Kilt 4 yd
2. Canadian tartan (Maple Leaf or Cape Breton)
3. PV
4. I have a 4 yd Black Watch from Bear already and and I'm very impressed with the quality. Plus it's nice to support my fellow Canucks.

Hey you lot over there ate really spoilt. My nearest kiltmaker is in the UK. Norway is the Kilt desert.
I'll have to start my own kilt making (The nights are long here in the winter)My wife is tittering in the background as I'm writting this. Little does she know shes going to help me WoHAaaaa WOoHaaa(Doctor Evil laugh fades.)

kilts...
There are actually a couple of Norwegian tartans that commemorate a battle fought between Norwegians & Scots mercenaries -- I'd have to look the name up at home in the reference library.
Jimmy -- what would I do?
A Canadian or Clan tartan (or maybe even saffron) PV 8-yd kilt from Bear, of course! I am very much impressed with what I have seen so far on his web site.

The kilt I would be tempted to try...
Stillwater Kilts - Standard version
-Black Stewart
-Acrylic fabric
-Traditional cut
-3 Buckles and straps
-Selvedged not fringed at bottom
-money left over for a guinness

This is kinda cool as this was about exactly where i was when i came to this board.
I would go with a USA kilt.one of the reasons i say this is that the turn around time is great.
I would go with a tartan for my 1st kilt I feel that a tartan kilt is easier to get into kilt wearing and if it is Tartan it is less tramatic because people tend to know of Plad=Scotish
No plad=skirt. but if people know you for wearing a kilt then 4 months later you show up in a utilikilt/Victory/Amerikilt/ other solid they would think that guy wears kilts that must be some kind of solid kilt.
Maybe i am just a little odd in my thinking but that is how I think.
If time was not a concern humm that would be hard a toss up between Bear and USAkilt maybe, I would search Ebay and look for a used kilt.

Okay Jimmy, I'll bite. Trust me, I've done some serious browsing, and I haven't found this $150 kilt you mention. So, come on, give a brother a break and let me in on the secret.
