Most people will err on the side of politeness when this question arises. The simple fact is no two bodies are built the same. A person with a less defined rear (bum) will have trouble keeping an "off the rack" kilt up on their hips, thus the kilt will hang lower in back of the knee. The same drop in front occurs with a stout midriff and beer belly. Minor alterations can be made so that your kilt will fit you more naturally. Many times, the length of a kilt is a personal choice of comfort. I like my hem above my knee and have enough butt to keep it there.
