The best tartan material is ribbon, in my opinion, if ribbon is available in the tartan you need.
If not, yes you're on the right track in my opinion, getting fabric lighter in weight and narrower in sett than the kilt it's going to be worn with.

No need to buy handfasting ribbons. Berisford ribbon comes on spools/rolls which is far longer than you need for drone ribbons. You can buy it by the yard from many sellers.
