Just to throw in my sixpennyworth here......
Flashes? I have sixteen pairs of flashes - some in tartan to match various kilts and the remainder in plain colours. Also, I have two pairs of elastic garters which can be worn invisibly under the turnover tops of kilt hose.
I generally wear flashes with my traditional kilts - when my hose is pulled up. There is absolutely no point in doing so with folded-down hose!!
If I am wearing a plain colour TFCK kilt, with hose worn up, I will sometimes wear complimentary flashes on my garters, but not as a matter of course.
I do not wear them with any of my non-traditional kilts. Don't ask me why - it has never occurred to me to do so. Perhaps it is for the same reason that I would not wear a kilt pin with them: they are not traditional and therefore have no need of 'traditional' accessories!!!
