When wearing a traditionally made WOOL kilt, the under apron has the weight and yardage to naturally fall when sitting. As long as you don't sit like you're riding a horse, it will drape nicely to cover your "belongings". I now have five kilts made by educated artisans (like they have at TFCK) and all of them fit and "cover" as they should. This is why I took the time and effort to get my education in kilt-making from the experts.
