I can appreciate the artistry and complexity that is involved in making a kilt like this but I believe it crosses the line of respect and honor of your nations symbol.

Flags are regarded rather differently in the UK to the US - set out to capture the flags on my mock battlefield and you are likely to succeed, but then find that they were set up merely to take your attention from the forces outflanking you in a convenient bit of geography, and the HQ is not in the nice white tent on that hilltop but somewhere rather less obvious.
The saltire on the kilt is 'simply' a St Andrew's cross formed because it is a kilt. It is on the pleats because that is integral to the design, the kilt being pleated to the saltire. It is the same design as the Scottish flag - but it is not a flag.
Saltires are found on shields and other armorial items so it is not solely and exclusively 'the flag' and it is probably as appropriate to wear it as the St George's crosses on Crusader Knight's tabards which might be translated into a tee shirt today.

As I said, it's a matter of honor, if one has no honor they don't care for tradition and so many brave men have fought and died for honor and tradition. I choose to stand behind honor and tradition and I still don't believe that it's the correct thing to do. I doubt very much that anyone would put a picture of their mother on the seat of their pants, but a mothers picture can be put on a t-shirt or just about anything else. Nuff said.

Flag code
The point of the flag code you all seem to be missing is that it regards an actual flag, not a piece of cloth with a representation of the flag sewed, printed, embroidered, etc.. on it. As far as the post- 9/11 patroitism and displaying the American flag on cars, most of those are considered banners not flags and are thus exempt from the flag code.
This topic was debated at great length when the Union Pacific railroad began using a waving flag on the sides of their locomotives and then failed to keep them reasonably clean.
A flag by technical definition.
