What’s with the “Hose Tops”? I don’t get it. You just let your feet sweat in your shoes?

Hose tops are for pipe bands and military. You don't need the bottoms, due to the fact that gaitors/spats are worn. There are, however, companies that sell a simple cuff, in Argyll or diced, to be worn over the regular cuffs of solid colour hose.
