I personally use about a half cap in about 5" of water and then put the kilt in and just lift it out let the water run out of it repeat about 6 or so times.
drain the woolite water out replace with fresh water dunk repeat about 6 or so time or till the water gets nasty ( and if you've never washed your kilt ....it will be!) if it does get nasty ...fresh water ..repeat till its clear water.

I NEVER wring or really aggitate the kilt as it will strech the wool out... just dunk , and lift..you'll be supprised how much gunk is in a kilt ( and how much comes out ) the colors will look bright and new! I've foud that dry leaning never really gets the colors looking good. they always look dull to me.
