The other day a girl in a skirt asked me that. I looked at her skirt, and then at her, and then very pointedly at her skirt again, and then her, but with raised eyebrows. She laughed and said never mind.
I'm partial to the "mittens are warmer than gloves, kilts are warmer than pants" response usually, though.

I have worn my kilts in Bavaria Germany on New Years out in the snow, I was very comfortable.

I do get this one all the time up here, I normally say from here, pointing at the top of my hose, to here, pointing to the bottm of my kilt. The all the important bits are toasty. The other day I was going into a gas station to pay after filling up, and one of the two girls inside says:
"We've been having a debate about you."
So I say "And what could that be?"
Her response was" Are you a true Scotsman? I mean in this weather?"
I assured her that the 22oz What Price Glory Gordon Highlanders kilt was so warm that one had to be a "true Scot" in order to insure you didn't overheat.
We all had a good laugh about it.

I was going out today and its in the twentys and my wife I cant beleive your
wearing your kilt ! My kilt and hose keep me warm and all the looks I get
keep the temp up. as long as the wind is not blowing like 30 mph were ok

I'm glad for all these testimonials. I go to Salado, TX, for their annual Higlhand games. If it gets cold, like into the 50s, some men will forgo the kilt saying that it's too cold. I've told them I'm warm, but they weenie out. Thanks for the backing!

At the last Richmond Celtic Christmas show, a couple of years ago, I was one of the few kilted guys there.I got that question several times. I just pointed out that I had about 15' of wool around me, and heat rises. Also, Last January, my wife and I redid our vows in a "Hand Fasting Ceremony" Of course it was outside and the temperature was in the mid 20s. No one asked if I was cold in my kilt. I have to confess that I was cold though. However my lower body was plenty warm wrapped in 9 yards of 16 oz wool Macneil of Barra kilt from Matt Newsome. My upper half was freezing by the time we finished and went back inside.

When asked if I'm cold, I tell people about the mitten effect that a kilt has. I had stopped at the bank to make a deposit with the temperature in single digits. I woman behind me said, "You must be absolutely freezing." I told her that I was actually quite comfortable and explained how a kilt can actually be warmer than pants. I was wearing a 5 yd 16 oz wool kilt and let her feel the thickness of the pleats in the back. She was amazed.

It was -5° F when we were leaving work Saturday morning. I got the inevitable "Don't your knees get cold?" I replied, "No, they don't. Do you know how many sheep it takes to make all the wool I'm wearing in my hose, kilt and sweater?"
