Pull up the belt to the top of the kilt.
Don't wear the kilt too low; it's fine where it is.
Get some kilt hose.

Then length of the kilt is fine, just above the knee cap. I would wear a wider belt, as wide as possible. It slims down us rotund guys a bit. I would also wear it a bit higher. I do not wear the belt through the loops in the back, only the sporran strap, as is traditional.
I would also have worn the hose not scrunched down, and of a color in the kilt.

Like the tartan, and agree with the rest of ye Rabble. Where as those of us that are rotund sometimes have need to level the hem line front to back. I think it will happen when you adjust the belt to match the adjusted facial expression.

You know, everyone else has said all there is to say. So I'll just say two things- Get a tan on those legs (they're almost as white as mine, which is an accomplishment in itself!) and
And one more thing... I want one of those so badly, but they ran out of my size before I could get one... I'm jealous. Nice kilt!

Wear your gear the way you feel comfortable and like. Then, when you're at the Festival spend a lot of time looking at other kilted guys and see what you like...you'll get lots of good ideas checking out other kilties.
Same thing looking at the Show us your pics threads, the dos and don'ts thread, the formal casual etc. threads of pics and links to galleries not just on the board but also on the kiltmaker sites.
The more you look the more likely you are to find what you like and develop you're own look.
Me, I'd lose the belt completely and let the straps hold up the kilt. and lose the tiny sporran and wear a vest with the most possible pockets in it so you can stuff your vendor plunder into the vest. When you're at the Festival look for a good sized sporran you can fit your hand into that comes with a leather strap. But you don't gotta...just if you wanna.
And, if there are any kiltmakers exhibiting at the Festival see if you can take a look at their swatch books for Lochcarron, Strathmore, etc. and get a feel for the wool and tartans available. Eyeballing tartans you're interested in a vendor's swatch book at the games, Faire, or Festival gives you a true feel for the colors. Monitors can get weird with swatches.
And if you see a turn out you really like introduce yourself and ask if you can take his picture. He'll be flattered and you'll have a reference for building your own look.

Welcome from California. You look good to go. The knit shirt should be comfortable if the weather is warm and is a good match for the colors in the tartan.
Watch out for those vendors at the festival; they tend to quickly empty one's pocketbook. If you are going to shop, shop early as inventory is typically limited and soon depleted.

Gentlemen, thank you one and all for your responses. I have taken your advice to heart, and will adjust as needed. I've been doing a LOT of reading on here, and have learned a fair bit already. It's rare that you can find a group that is so willing to help a total stranger. Must be "the power of the kilt" I've heard about!

First of all,
IMHO the sporran suspenders work better than the sporran strap for us gentlemen of substance, the sporran straps have a tendency to get caught under the lower belly and bunch the kilt up on top of the sporran. I find the suspenders work better for me than the sporran strap.
Your overall look is good, the kilt length is correct, if you raise the belt the sporran will come up with the belt. Keep finetuning your gear and everything will come together.
