    I would suppose it deppends on the angle that the wind hits you and your kilts, for example I was washing my car last weekend and a small gust caught me (cold wind makes you jump) just as I crouched down to clean my wheel arches that tested my reflexes. On the other hand it's been howling a gale (head on) and the same kilt hasn't moved on other occasions
