It was hard for me to see too, but it does seem that the edge of the apron is at his front.

This isn't a great kilt, though, is it? It looks like a philabeg with a 'day plaid' over his shoulder.

What tartan is it? I couldn't find the Empire's tartan in any registry.

It'w way too small for a day plaid. It looks like a woman's stole or a sash. But given the fact that Vader is wearing a mask and we don't know who is underneath, this may not be inappropriate.
