Let me enter another plug for Matt's District Tartans site for quick pointers to state or other district tartan information.
I don't think that I've seen a Missouri tartan!
The tartan register has this to say about Illinois, and Scotweb's tartan finder lists it as restricted.

So even though I'm from IL and live in IL the tartan is restricted to only a certain group in IL because it is restricted? Sorry I'm a little confused

It's restricted because that group paid to have it made and hold the license to it....makes perfect sense to me. The state has not officially adopted it...many would say that it is not, then, the Illinois State Tartan. My hunch is that it is restricted to members of the Illinois St. Andrews Society....perhaps you should consider joining if you want the tartan badly.

There is no official Missouri tartan. There was one designed several years ago by a chap in Scotland for someone claiming to be a Missourian which was based on the colours of the Missouri flag, but it has never been brought forth or recognized by the General Assembly. Personally, I think it's a bit boring because it doesn't incorporate the natural beauty of Missouri.

I am not aware of anyone stocking the GA state tartan. Matt Newsome at the Tartan Museum would be a better resource to answer that question. When I ordered the tartan from the Scot Web, it was not that much more to have made and I had the kilt in my possession with a month of ordering.

Scotweb carry the Maryland tartan, which I rather like. I'd rather spend the money on a Callaghan* kilt than a Maryland one if I were to spend that much, though.
*from Celtic Croft, Scotweb don't carry that one.
